The United
States of
America established diplomatic relations with the Peoples Republic of
China on 1JAN79 and at the same time terminated diplomatic relations
with the Republic of China (Taipei, Taiwan). The U. S.
Embassy in
Taipei, Taiwan closed 28FEB79.
On 4MAY79, the PRC Foreign Minister consents to the use of U. S.
Marines as security guards at the American Embassy Beijing, China.
On 7MAY79, the U. S. DOS informed the American Embassy,
Beijing
of intentions to establish an MSG Detachment consisting of one NCOIC
and five watchstanders and an MSG
Detachment was officially activated on 11JUN79.
GySgt. Richard F. Bolger arrived in Beijing 11JUN79 to establish the
first MSG Detachment in the PRC since 1974. Sgts. Huston and
Burghardt arrived 22JUN79 and Sgts. Ogburn and Storm arrived 28JUN79.
Civilian clothes will be worn both on and off duty.
They
were registered on the rolls as Security Archivists and identifed as
such with the PRC Diplomatic list as such, but will perform all duties
of Marine Security Guards.
The First Women Marines were accepted for Marine Security Guard
Training and assignment.

the U. S. Liasion Office (USLO). On 26JUN73, the American
Flag
was raised in Beijing by the MSG Detachment. Company "C"
Commanding Officer
Major Donald L. Evans attended the ceremony. Initially a
uniformed, armed detachment, repeated requests by the PRC resulted in
the detachment being deactivated and replaced by civilian guards in
1974. With formal diplomatic relations being established
on 1JAN79, MSG Detachments were reactivated at the
Beijing
Embassy and at several AmConGens throughout the PRC.

1949, founding of the People's Republic of China. The U.S.
government did not recognize the new PRC government and upgraded the
AmConGen in Taipei to an embassy in 1953 until relations were severed
in 1979.
First
two MSG Detachments established at the American Embassies in Bangkok,
Thailand (with 6 MSGs) and Tangiers, Morocco (with 9 MSGs).
MSGs who successfully complete 24 months in the MSG Program are
retroactively eligible for the Marine Security Guard Ribbon (SECNAV
Inst. 1650.1H dtd 22AUG06).

In
1948, the
Department of State (DOS) and the United States Marine Corps (USMC)
issued a Memorandum of Agreement whereby the Marine Corps would
supply active duty
Marine Corps personnel to protect classified materials, American lives
and property in U.S. Diplomatic Missions worldwide. These
USMC
personnel, to be designated as Marine Security Guards, would report
directly
to a DOS Foreign Service Officer at each mission.
Command structure was
HQBn, HQMC / RMO Region 3. The Regional Marine Officer (RMO)
was responsible for several posts
within each of the then four designated RMO regions. |
